The regular meeting of the Conservation Commission was called to
order at 6: 32 p.m. by Chairman Richard Schmidt.
PRESENT - Chairman Richard Schmidt, Vice Chairman Bill Welch,
Michelle Spacek, Patricia Watson and Michael DeLorenzo.
Brian Miller, Dennis Kern, Ronald Edelson, Timothy
Zigmont, Joan Carey and Bruce Moore were present from the
Planning Commission.
ABSENT - David Howe and Catherine Jortner.
APPROVAL OF MINUTES
Under section 4D - should read. . .would like to donate shrubs and
trees not compost.
Bill Welch made a motion to accept the minutes of September 7 , 1995
with the changes noted above. Michael DeLorenzo seconded the
motion. All in favor.
AUDIENCE OF CITIZENS
David Pawloski, Kensington resident and Land Care Volunteer.
Joseph Bajorski, Kensington resident and Land Care Volunteer.
OLD BUSINESS
A. Lamentation Mountain
Nothing new to report at this time.
B. Use of Town Lands
B. Welch reported that he still has not received any paperwork
from the Land Care Volunteers. He stated that he will write
a letter to each volunteer requesting them to submit their
reports by year end. Also, B. Welch will pursue obtaining
identification cards for the LCV' s.
R. Schmidt stated that he would like to give credit to Ragged
Mountain Patrol for their efforts in keeping the mountain
clean and for posting signs that state that the area has been
and will continue to be patrolled by the Ragged Mountain
Patrol team.

D. Schmidt stated that the DEP and Morgan Se94.14146 '� tided

D. Greenway Acquisitions and Development
B. Welch stated that the issue regarding property from
Chamberlain Highway to High Road is at a standstill.
The Planning and Zoning Commission attended this meeting
in order to discuss the buffer zones and greenways at
Belcher Brook along with an ADHOC Task Force.
R. Schmidt stated that M. DeLorenzo and B. Welch volunteered
to be members of the ADHOC Task Force. More on this issue
will be discussed when the new town council is in place.
Dennis Kern stated that the Planning Commission is trying to
adopt regulations for greenways within the Town Plan and that
he thought it would be helpful for the Conservation
Commission' s ideas and thoughts. He specifically asked BCC
members if they were comfortable with buffer zones being 100
feet from a stream, etc.
R. Schmidt stated that we have an interest and are
willing to support this idea.
B. Welch suggested that the buffer zone be 25 feet on either
side. He further stated that in conjunction with suggesting
a 25 foot minimum buffer, an environmental review plan should
be considered as well.
D. Kern asked if the 100 foot conservation easement was OK
with the BCC?
B. Welch replied that he definitely agreed providing it' s
attainable. He further sated that he would like to see buffer
zones consisting of vegetation or trees.
R. Schmidt asked how this would relate to ponds, swamps, etc.?
D. Kern replied that this would have to be discussed with the
Wetlands Commission.
R. Schmidt stated that the BCC supports the buffer zones
with 100 foot goal.

M. Spacek investigated the feasibility of a walking-:arid bikeN.
trail around the perimeter of Timberlin Golf Course acid statedl,
that it does not look like a possibility. / CtFRw
F. Review Action Items
No changes to report at this time.
NEW BUSINESS
There is a Hazardous Waste Collection Day scheduled at Beehive
Field on October 14th. Several commission members will attend.
CORRESPONDENCE
We received a donation from the AARP for the Jack Ritter Memorial
Fund.
B. Welch stated that he would attend the meeting regarding "Funds
for River Restoration" on October 30th.
Various correspondence was reviewed and discussed.
ADJOURNMENT
A motion was made by Patricia Watson to adjourn the meeting at 8 : 08
p.m. and seconded by Michael DeLorenzo. All in favor and carried
unanimously.
