The regular meeting of the Berlin Conservation Commission was
called to order at 6: 35 p.m. by Dick Schmidt, Chairman.
PRESENT - D. Howe; J. Ritter; D. Schmidt; M. Spacek; P. Watson; B.
Welch ABSENT - K. Albert-Gagliardi
APPROVAL OF MINUTES
Moved by D. Howe and Seconded by J. Ritter to approve the October
12 , 1993 minutes as amended:
1. Page 2 under Correspondence the budget referred to in
Paragraph 3 is 1994/95 and the budget in Paragraph 4 is
1993/94 for 1994/95.
All in Favor - Motion Carried.
AUDIENCE OF CITIZENS
There was no participation at this time.
OLD BUSINESS
A. Natural Resource Inventory_
There was nothing new to report at this time.
B. Ragged Mountain
Dick Schmidt has talked to Brian Griswold about placing
boulders/blocks along the road. This will be a continually
maintenance project.
C. Lamentation Mountain
Dick Schmidt stated the tri-town project that Berlin is a
participant in won an Outstanding Planning Program Award for
preserving open space. It was suggested that in the future a
subcommittee be formed.
Mayor Peters sent a letter to the Commission acknowledging the
efforts of the Commission on this project.

D. Recycling
There was nothing new to report at this time.
E. Sportsman Pond - Woodlawn Road/Wilbur Cross Highway_
Bill Welch stated that the chips still need to be spread and
blocks placed in the appropriate places as discussed
previously and several garbage pails would be necessary to
keep the area clean.
Moved by B. Welch and Seconded by J. Ritter to request that
the Town of Berlin do the following items to make the area
accessible to the people of the Town of Berlin:
1. Spread the wood chips that have been placed there.
2 . Place large cement blocks at the entrance to prohibit
vehicular traffic and encourage pedestrian traffic.
3 . Place garbage pails in the area to keep it clean.
All in Favor - Motion Carried.
The Commission stated the Town of Berlin previously supported
these concerns of the Conservation Commission.
F. Stan Chem Fish Ladder
There was nothing new to report at this time.
G. Use of Town Lands
Michele Spacek had distributed, through the mail, Draft #1 and
Draft #2 to the Commission.
A great deal of discussion ensued in regard to the format of
Draft #2 and who should also review the product before it was
finalized (ie. , Jim Gibbons) .
It was determined that Michele Spacek would do Draft #3 with
all the changes that had been suggested by the Commission and
the Commission could review the draft for the next meeting.
H. Paper Goods Property
Dick Schmidt had sent a letter to Sherwood Industries and met
with a representative of Sherwood Industries who stated the
Company would sell the pond to the Town of Berlin for $1. The
only condition would be that the property be preserved.

Bill Welch stated that the parking area should also be
negotiated for and someone from the Conservation Commission
involved in the discussions with Sherwood Industries for the
pond.
The Commission feels that the parking area be included when
obtaining the pond.
I . Action Items
There was nothing new to report at this time.
NEW BUSINESS
Jack Ritter addressed the rails to trails walking area along the
Mattabassett River at this time.
CORRESPONDENCE
Dick Schmidt distributed the letter to the Commission that was sent
to Sherwood Industries regarding Paper Goods Pond.
Dick Schmidt stated he received a letter from Morgan Seelye
regarding reconstruction of Porters Pass/Christian Lane and Orchard
Road.
A listing of meetings for the Connecticut Institute of Water
Resources was also received by the Commission.
ADJOURNMENT
The meeting was adjourned at 8 :45 p.m.
