The regular meeting of the Berlin Conservation Commission was
called to order at 6: 35 p.m. by Bill Welch, Vice-Chairman.
PRESENT - D. Howe, J. Ritter, M. Spacek, P. Watson, W. Welch ABSENT
- K. Albert-Gagliardi, R. Schmidt
APPROVAL OF MINUTES
Dave Howe addressed Item C - Ragged Mountain - Paragraph 2 - was
that the 1991-1992 budget or 1992-1993 budget.
It was determined that Paragraph 2 should read as follows:
$20, 000 was put into the Conservation Commission budget for
1992-1993 and has been revised to $10, 000 for the project.
Moved by Dave Howe and Seconded by Jack Ritter to accept the
January 14 , 1992 minutes as amended.
All in Favor - Motion Carried.
PUBLIC PARTICIPATION
There was no participation at this time.
OLD BUSINESS
a) Natural Recourse Inventory
Jack Ritter talked with Jack Gibbons of the UCONN Cooperative
Extension Service and Mr. Gibbons would like to come in on
April 14, 1992 to discuss the Inventory with the various
Boards and Commissions in Berlin.
Moved by Jack Ritter and Seconded by Pat Watson to discuss the
Natural Resource Inventory on April 14 , 1992 with Jim Gibbons
and Tony Fields will also be notified. The various Boards and
Commissions will also be notified.
All in Favor - Motion Carried.
Jack Ritter suggested sending a formal letter to Boards and
Commissions regarding the meeting from the Conservation
4 printed on recycled paper
Commission.
Tony Fields gave the Commission updated Open Space Maps.
Topography maps will also be added to the package.
Tony Fields will contact Jim Gibbons regarding the April 14 ,
1992 meeting.
b) New Britain Machine Property_
Bill Welch read a letter dated February 3 , 1992 from Dick
Schmidt to Richard Barlow of DEP regarding this issue.
c) Ragged Mountain
Bill Welch read a letter from Bill Jackson stating his
concerns on this issue and a meeting is being planned with
Shuttle Meadow - no date has yet been established.
Jack Ritter will talk with Morgan Seelye about obtaining
signs.
Dave Howe suggested a newspaper article in the Herald.
Moved by Dave Howe and Seconded by Michelle Spacek to put an
article in The Herald listing the restrictions for Ragged
Mountain.
All in Favor - Motion Carried.
d) Lamentation Mountain
There has been no progress.
e) Recycling
Dave Howe attended the last Citizens Advisory Meeting. There
is a new Recycling Coordinator.
TROC is working on the contamination problem (ie. , the do's
and do not's) .
Bill Welch asked Dave Howe to obtain recycling figures from
Joe Paskiewicz and Bill will schedule a meeting of the
Recycling Subcommittee.
f) Sportsman Pond - Woodlawn Road/Wilbur Cross Highway_
Dick Schmidt sent a letter to Mayor Peters on February 3, 1992
regarding this issue.
Bill Baccaro of the Parks and Recreation Department supports
the efforts of the Conservation Commission. Mr. Baccaro
suggested the next step would be to go to the Water Control
Commission.
Moved by Jack Ritter and Seconded by Dave Howe to send a
letter to the Water Control Commission stating the concerns of
the Conservation Commission once approval has been received
from Mayor Peters or the Executive Board.
All in Favor - Motion Carried.
g) Stan Chem Fish Ladder
Jack Ritter stated that Stan Chem does not wish to pursue this
project at the present time due to the cost.
Jack Ritter will contact Dick Schmidt, Chairman, about how to
pursue this issue.
h) Action Items
There was no action taken at this time.
NEW BUSINESS
There was no action taken at this time.
CORRESPONDENCE
The Charter Revision Commission is asking input on the charter from
the Boards and Commissions on March 5, 1992 .
Dick Schmidt will be attending the March 5, 1992 meeting and will
question the status of the Pollution Control Commission.
Dave Howe questioned the status of Alternates.
Moved by Jack Ritter and Seconded by Dave Howe to have Dick
Schmidt, Chairman, address the issue of alternates for the
Commission and the number be consistent with the statutes.
All in Favor - Motion Carried.
MECHANISM FOR OBTAINING INFORMATION ON STATE LAWS
Jack Ritter will be obtaining information from Jim Gibbons on this
issue.
