APPROVAL OF MINUTFS D. Schmidt noted that he agreed to J . Paskiewicz 's suggestion to revise thc selected logo, as presented in the meeting. Bill Welch moved to accept the minutes as amended; seconded; passed unanimously. PUBLIC PARTICIPATION Ellen Russak questioned the BCC 's plans regarding the use of literature distribution at business centers in town. While this is a planned activity, no specific action has been taken. The BCC agreed that Mrs. Russak ' s support in this area is welcomed , and she may begin at any time. D. Schmidt showed her some info that she will get from TROC. D. Howe will invite her to the next recycling subcommittee meeting. NATURAL RESOURCE INVENTORY Tony Fields provided an excellent presentation of his work to date on the inventory, including an 8. 5"X11 " brochure and a 3 ' X5 ' map depicting key features. The final product will be a 3 ' X5 ' base map with mylar overlays. Tony described the information that he has mapped thus-far. The BCC is pleased with the progress and the Planning Department 's support of this project. NEW BRITf`.IN MACHINE D. Schmidt stated that Mr . Karno was unable to find the Litton Phase 1 report at the DEP. D. Schmidt will request the report and related reports from Litton. RAGGED MOUNTAIN D. Schmidt reported that the mayor is still awaiting a legal review of the BCC ' s letter regarding abuse at the West Lane access. *printed on recycled paper . [ / ^ 2 ` LAMENTATION MOUNTAIN . D. Schmidt distributed copies of the notice to Joanne Ward regarding the tri town meeting on May 23 in Middletown. This will be a working meeting of town planners and conservation commissions to coordinate mapping and collect information (a proposed matrix was presented) . A proposed statement to be signed by the three mayors was reviewed. Members will attempt to attend on May 23. D. Schmidt stated that the mayor used the Planning Commission , rather than the BCC, as the lead commission for the 19 acre parcel that the town is arranging to acquire from Mr. Valentine. RECYCLING J. Paskiewicz presented the flyer to be distributed with the pails, entitled "How to Recycle in Berlin" . Members provided comments in specific areas and suggested some reformatting of the front. (After the meeting D. Howe and D. Schmidt marked up a copy with the comments, for Joe to pick up the next day. ) The warning ticket suggested by TROC was discussed , and the BCC 's principal concern was the possible punitive perception of such a warning. The warning was in fact fairly positive in tone. D. Howe will contact TROC with the BCC comments. D. Schmidt reviewed the recycling "clip art" provided by TROC and DEP for reproduction as needed. This material will be useful to provide at business centers in town , as discussed earlier. D. Schmidt described the regional technical conference on plastics recycling , to be held June 3 4 in Waterbury. D. Howe plans to attend on June 3; P. Watson may attend. D. Schmidt will inform the mayor , who suggests BCC attendance. D. Schmidt routed a copy of the BCC letter to Andy Wilcox , thanking RROPE for its poster contest. D. Howe summarized the recycling subcommittee ' s meeting of May 9. The highlights were o Pails have been ordered o The logo was agreed upon o Revision of the dropoff center will be after curbside pickup , when is usage will be known o A composting site is being sought , as Webster Park was determined to be unacceptable o The town must bid on a truck independent of other towns ...._-. 3 REVIEW ACTION ITEMS Action items of 4/9/91 were reviewed , with no changes requested. NEW BUSINESS A reported new Berlin board/commission to address aquifer protection was discussed. D. Schmidt will discuss the coordination of environment-oriented commissions in Berlin with R. Peters. B. Welch noted that the Town Charter encourages BCC membership on the Inland Wetlands Commission. CORRESPONDENCE All correspondence was reviewed during the discussion of agenda items. ADJOURNMENT B. Welch moved to adjourn at 855, seconded by J. Raggazzi , passed unanimously.
