1991-01-03 171 CONSERVATION COMMISSION MINUTES January 3, 1991 Dick Schmidt called the meeting to order at 6 : 35pm. Present were: Dick Schmidt, Vice Chairperson, Karen Albert Gagliardi , David Howe, Orlando ( Jack ) Ragazzi , Jack Ritter, Bill Voelker, Fat Watson, Bill Welch, and Martha Wilkie- Recording Secretary. Dick Schmidt briefly said that Jean Perry Phillips was unable to attend and explained to the members that were not aware, Jean has resigned as chairperson to this commission in order to concentrate her time on other areas. He relayed Jean's message that she had planned to attend this meeting but last minute was unable. NATURAL RESOURCE INVENTORY Dick Schmidt asked Bill Voelker to speak to the members about his knowledge of natural resource inventories. Mr. Voelker said that he felt it was good that the Conservation Commission is going to prepare a NRI . He explained that his department has excellent maps at 800/scale on file. He further pointed out that this will be very time consuming to prepare and he is very willing to help in any way, but his office's manpower is limited. Dave Howe asked what would be the best way to begin? B. Voelker offered to begin putting some maps together. He suggested the idea of putting index cards with each map on the NRI so it will show why that map was included. Dick Schmidt asked if anyone was interested in assisting Mr. Voelker on this project. Pat Watson volunteered and will be called upon as Mr. Voelker feels he needs the help. Dick Schmidt suggested asking other commissions if they had anything they would like to include in this inventory. Dick will handle sending letters. Bill Voelker emphasized the fact that this natural resource inventory will only be a generalized list of what is in Berlin. This is not considered a policy document. Dick Schmidt will send a letter to Mayor Peters making him aware that the commission has asked Mr. Voelker to help them in getting the natural resource inventory underway. ( 2 ) CONSERVATION COMMISSION MINUTES-continued January 3, 1991 Karen Albert-Gagliardi asked Bill Voelker if he was aware of what areas in Berlin could be made available for fish stocking. These areas must have public access available. Mr. Voelker said that he has a map of all water areas and their access but was not aware of any available ponds that meet this requirement. Dick Schmidt thanked Bill Voelker for taking the time to attend this meeting. Mr. Voelker left the meeting at 7 : 10pm as Joe Paskiewicz was entering. APPROVAL OF MINUTES Bill Welch moved to accept the minutes of the December 4, 1990 meeting, seconded by Dave Howe, passed unanimously. RECYCLING Dave Howe asked Joe Paskiewicz about some 55 gallon drums that are on the on-ramp of route 9 from route 372 that are marked waste oil . Joe Paskiewicz said he would look into it. Dick Schmidt said that he had no update on the Citizens Advisory Committee because the last meeting was not held since they did not have a quorum. Dick Schmidt reported that he had met with Mayor Peters regarding recycling and he said that Jean Ferry Phillips was an alternate to TROC and asked if anyone would like to take her place. Joe Paskiewicz further explained to the members when and where these meetings are held. Jack Ritter volunteered for this position. Dick said that he asked the Mayor about RROPE's role to do the logo for the town recycling barrels. He said that Mayor Peters said it was fine. Dick called Andy Wilcox with what particulars were available and asked him to call Donna Barlow at TROC for further instructions, such as time contraints. Dick said he will also call Donna Barlow for this information in case RROPE is unable to get this done. Dick reports that he met with Joe Paskiewicz on January 2nd and the Conservation Commission will be more actively involved. ( 3 ) CONSERVATION COMMISSION MINUTES-continued January 3, 1991 Areas of commission involvement include: • Review of town decisions and plans • Education • Review of all information before press release • Drop-off center Joe Paskiewicz reported on the proposed recycling pails and the contractors who are supplying bids. Bill Welch asked what will happen if the pails get lost? Joe further explained that little decisions are finalized. Questions such as how will the pails get to curb side, what if they get lost and who/how will recyclables be taken care of, still needs to be decided . Dick Schmidt suggested that they have both Conservation Commission and recycling meetings. He suggested a subcommittee be formed that could meet with Joe Paskiewicz on a working level . The following Conservation Commission members volunteered to be on the recycling subcommittee: Dave Howe, Jack Ragazzi , Bill Welch and Dick Schmidt who will act as an alternate. Joe Paskiewicz explained that he is currently working on the Berlin recycling plan to be submitted to the DEP for review. The Department of Environmental Protection reviews these plans when at least five towns have submitted them. Joe will send a copy of Lois Hager's letter regarding this to all subcommittee members and Dick Schmidt. D Discussion then pursued regarding recycling mailings. Dick Schmidt will get the dates that TROC plans to send mailings and ask if it is possible that Berlin include a mailing with theirs. NEW BUSINESS Dave Howe moved that the New Britain Machine item be tabled until the next meeting, seconded by Jack Ritter, passed unanimously. _ CORRESPONDENCE Dick Schmidt quickly reviewed the Mayors Letter asking Joe Paskiewicz to work more closely with the Conservation Commission. . ( 4 ) CONSERVATION COMMISSION MINUTES-continued January 3, 1991 The letter drafted by Pat Watson and later by Jean Perry Phillips to Theodore Rokicki regarding a recycling pilot t`�, 1 o program in the schools was read. To be followed up onL 3c / Bill Welch moved to ask that Pat Watson be appointed as a full commission member with the recent vacancy, seconded by Dave Howe, passed unanimously. Dick Schmidt passed out a draft of the Conservation Commission's definitions and target dates. Feedback from all commission members was positive and it was decided that this would be maintained and used as a guide for the commission to keep on track ( see attachment ). Bill Welch moved to add the Election of Officers to the agenda, seconded by Jack Ritter, passed unanimously. Dave Howe moved to nominate Dick Schmidt as chairperson, seconded by Jack Ragazzi , no other nominations, passed unanimously. Jack Ragazzi moved to nominate Bill Welch for the position of vice-chairperson, seconded by Dave Howe, no other nominations, passed unanimously.
