2000/10/04 -\\ TOWN OF BERLIN PLAN OF DpiELOPPIENT pT A Regular Meeting of the Plan of Development Commission was . called to order at 7 :04 p.m. on Wednesday, October 4, 2000. PRESENT: Dennis Kern, Chairman; Ed Gentile; Michael DeLorenzo; Ken Jovin; Bruce Moore; Mitchell Unghire and Eileen Meskill. ALSO PRESENT: Brian Miller, Director of Development Services and Jim Mahoney, Economic Developer for the Town of Berlin. PHASE I UPDATE—TPA DESIGN: Val Ferro represented TPA. Ms . Ferro presented to the Commission TrA' s progress on the Town of Berlin's Developable Analysis . In her presentation, Ms . Ferro stated that a technical discovery, found by TPA could save the Town about $100,000. It would be about two weeks to be sure that the discovery would work. During her presentation, a Public Hearing was discussed. It was noted that a Public Hearing would be held when TPA approaches the phase "Identifying 10 Sites" . This could happen in early December. REVIEW OF GOALS & POLICIES OF THE 1992 PLAN OF DEVELOPMENT: General Planning & Economic Base was read and discussed. Mr-. Miller and Mr Mahoney introduced changes and omissions to the original Pian. Housing, Transportation, Recreation & Open Space, Municipal Facilities and Environmental/Aesthetic/Historical will be continued at the November Meeting. DISCUSSION OF CITIZEN SURVEY: Mr. Kern stated that he attended a meeting with the Steering Committee Chairman. Mr. Kern asked the C ommission(membe s 't'd' piease read the survey questions that were in their packets to see if these questions are applicable to the recent Plan of Development. If they are, this could save time and money. DISCUSSION OF OTHER ISSUES PERTINENT TO PLAN UPDATE: Mr . Miller and Mr. Mahoney will go through the issues, putting together a specific budget and the potential of a residential analysis . Mr. Miller at this time discussed the Regional Planning Agency. He stated that the dues that are paid would allow us 40- 60 hours of their help. Mr. Miller also stated that Karen Pearson would help us with an Open Space Analysis at a reasonable cost. The Commission asked Mr. Miller to submit an application to ':ENC for the Project CT. Municipal Program 200O-2061 . This Project would help us identify issues and items pertaining to planning. At this time, Mr. Kern noted a concern he had recarding the Pine Court Development in Tcwi. He asked the members to drive by and note the abnormalities. APPROVAL OF MINUTES: Mr .
