1953/12/14~inutes of the M~eeting December 14, 19~. TOWN OF BERLIN OFFICE OF THE SELECTM~N The meeting opened at ?:50 with the three selectmen present. Mrs. Mahan and Mr. Covini were present representing the press. Bids for the reroofing of the buildings at the Town Farm were opened publicl~ this~evening at 8:00 P.~. as advertised. Clark Bros. Hereof buildings as per specifications for Cleveland St. the sum of $635.00 Ne'* Britain, Conn. Hartford County Roofing co. Williams St. Retool buildings as per soecifications for Kensington Conn. the sum of Burritt Roofing Co. Z82 Elm St. New Britain Conn Reroof buil~ing~ as oer specifications fo~ the sum of ~1094.00 Consolidated Builders Inc. Berlin, Conn. Hereof buildings as per soecifica~ions for the sum of $939.00 Co~y Roofing Co. Elm St. New Britain Conn. Reroof buildings as per specif,.ca,ions for the sum of $894.00 A motion was made, oassed, and unanimously carried that ~r. Graham contact the Clark Bros. to obtain a list of recently completed jobs in this locality in order that the Selectm~n could inspect their work, and als© to check the brand and weight of shingles they were using. Decision for awsrding the reroofing contract wa~ deferred until the above inspection is made. Mr. Grah~n reported that he had received two applications for the position of Park Man and Janitor but were not acceotable because they did not mee~ the qualifications. Betty Leu Dor~n be aDpofnted School Traffic Officer to guide the children across the intersection of Worthington Ridge and Farmington Ave. at a pay rate of $5.0~ per day. It was agreed that ~rs. Dor'$n be notified to supply herself with an official hat and belt. ~ Az~udended ~po~t~on o£ minutes Mr. Graham reported that Warrants Super Service was supolying the Municipal Buildings plus the fire houses in town with fuel oil for heisting purposes aU the present time. Mr. Graham ~t.~,ted that it was very difficult to-put out heating fuel oil on a bid basis, but that the business could be divided among the de~lers in town. A motion was made, seconded and un,-.nimously carried that Mr. Graham look into the fuel~ oll consumption of the ~unicip~l Buildings ~nd Fire Houses and report back. Mr. Graham further stated that after c~eckinM into the disel fuel matter, he found that tne town grader w~s the only piece of equipment using this type of ~el wh~cb~ is supplied at present by the s.~me com~ny which ~upplies the town with gasoline, and the quantity i~ very sm~ll. -2- ~r. Graham brought before the Selectmen the matter of a bridge at the intersection of Toll Gate Rd. and Orchard ~d., south, which should be replaced. Reinforced concrete pipe could be used, the size to be determined by the Town Engineer Arthur Bacon. Mr. Skinner, Supt. of t~oads, stated that the town crew could do this job within two days, with the aid of a hired shovel. A motion was made, passed and unanimously carried that the First Selectman be authorized to proceed with the replacing of this bridge. The matter of purchasing a floor scrubber and polisher was discussed. It was agreed that it would be more suitable to rent a polishs~ and scrubber for the present. The hourly rate of tl~e maintenance mau was discussed in detail this evening. .~r. Nilsson was of the opinion that a starting rate of $1.50 in comparison with the rate of the town crew would conflict, and suggested that it be reduced to ~1.40. ~ir. Graham reported that he had contacted Er. Pizer of t~e ~mplo?;~nenv Bureau in New Britain smd had given him the starting rate of ,,~1.50, and to date has had no applicatlon.~, for the job. Mr. Nilsson suggested that ~ir. Graham contact First Selectman t~elleher of Newington to see what they are doing, and report back. I~r. Graham reported that he has an ap?lication from Dip. Cummings of East Berlin, applying for the mosquito control contract for Berlin for 1954. It was agreed to table this matter for the present. I~ir. A motion wa~ made, passed, and unanimously carried authorizing John Graha~ to look into the fuel oil consumotion of the fire houses and ~unicipa.1.. buildings and to report back. -3- Recommendat~.ons from the Safety Cor~ission were read and discussed this evening. Letter was ~laced on file. ~r. Graham reported that the '.'~tate had authorized the instal]~.tion of a walk cycle for the traffic lit~?at the intersection of Farm~ngton Ave. and New Britain Rd. Cost of this has not yet been com~iled. ~r. Dehan quoted a clipping from the Herald which stated that the Selectmen had approved converting the stage of the town hall into office space. ~r. Dehan went on to say that he was of the opinion that before anything vas to be done that an over-all picture of our requirements could be obtained and then a layout made. ~r. Covdni stated taat he assumed the Selectmen had gone along with the above but it was he who was in error and that he would publish a reprint in the paper. ~,~r. Graaam stated that ne asked the Playhouse to remove its equipment from the Basement room and also asked that the Playhouse vacate the hall after their last production, a one act production at the town hall sometime in December, but that would be the last. The reason according to ~Zr. Graaam was ~at the space was planned to be used for offices. ~r. Dehan stated that no authority was given ~r. Graham to order the Playhouse out, but just to ~ave them remove their equipment. ~r. Grah~ at t~is point asked that he be authorized by the Board of Selectmen to ask the Berlin Playhouse to vacate the To~n Hall as~ the town vlans to study a rlsn~ to convert tae space into office space. ~r. DeD~an felt that the matter of converting the town hall into office space should be looked into before asking the Playhouse to V@~O at e · ~. Nilsson stated that ~he requirements of the different commissions in town should be known before an architect is hired. Also to fins out if it be advisable to convert the town hall in steps rather than all at once. ~r. Nilsson moved that the Playhouse be informed that the Board of Selectmem is ?reparing plans to remodel t~e Town Hall for suitable office space, wnic~ we hope will be done in the near future, and feel that tne~' should base their ~lans accordingly, as this would render the Town Hall unsuitable for tht~~ purpose. Dehan reported that Constable Skinner reque=ted that the Joint meeting of Selectn~n and Constables be oostponed until after the holidays. A motion was made, passed and unanimously carried authori~ ng the First Selectmen to pay Mr. Faitella after the discreoancies listed in the minutes of Dec. 7th have been cleared up. Mr. Bacon, -4- Town Engineer to determine if di~.c~epanc~.es have been rectified. Mr. Graham reported that ~,~r. Josepl~ Godak, wno owns property on botn sides of }{oute '/2 between Worthington Ridge and Se~vmour, appealed to him to do something about the ah'normal ~mount of water that empties onto his property. l~[r. Graham stated that ne was to check ~r. Godak~s assessment before any decision can be reached. Mr. Graham requested authority to take before the Plmanlng Comnission the o~oblem of piping the storm water drain at the foot of Hudson St. to Belcher Brook. A motion wa,~ made, passed, and unanimously carried that ~,~r. Graham be autorized to discuss this matter with the planning commission as a major drainage problem for tats year, and also to obtain the cost. The Board of Selectmen have ratified their verbal vote of this past week to emter into an agreement with the city of New Britain for the use 6f its incinerator, a copy of the contract is on file in the Town Clerks file.
