1967-06-12 • MINUTES OF THE CONSERVATION COMMISSION June 12. 1967 *ft. The following members were present at the last meeting of the fiscal year: Messrs. Nieman, Bengston, Henson, Murray (ex officio) and Mrs. Clapp. The minutes of the May 9 meeting were read and approved with these corrections: VA Chang* in the date of the public tour of recreation land from lay 10 to May 14, and the addition of the words "per acre" in refer. ring to the price asked by Mr. Bradley for his land. Mr. Bengston gay, a brief report on the public tour of the new reorea•_ tion laird, commenting on the good cooperation among all those concerned with its organisation. The turnout was considered moderately good, and in the discussion, it was emphasised that an effort should be made to in.. form the public of its availability for use this sueseer for pi nicking. hiking, etc., and that the points of interest should continue to be marked. Mr. Murray then reported on the results of his eftrts to negotiate a satisfactory price for the Bradley and °larder land: 1) Mr. ©]ruder agrred to sell the rear half of his land for $3.500 (approximately 14 sores): Mr. Headley will sell the rear half of his at $2,000 per acre (about two acres) or $4.000 for the parcel (the acreage begins at a point 751 from his house). Mr. Mmrray noted that he had talked with Mr. Powers. who thought thereinto a fair chance of getting town approval of the acquisition of this land. EM also stated that after arranging for support in obtaining the funds, he went to Nr. daokaway with all the information and asked him to draw up three options: two at $300 each (for the Wander and Bradley land), and one for $500 for the Georgina land. It was noted that the present budget has sufficient funds for these options (a total of $1.100). The options are good for nine months. Se said there was no further progress an negotiations Nur for the 1(]anskoeki and Hifosi land, but he would continue them. 4 Mr. Bengston in discussing the cost of this land, mentioned that the "�- Federal government still owed the town $22,000 on its grant. He also said that requirements had berme more detailed, and that he had ban requested to provide further dta regarding exalt costs of real estate service and expenses involved. He reported that the opening of the Central Connecticut Regional Plan.. ning Agency office would be held in Plainville on June 15, and Commission members were invited to attend it if possible. He noted that it has a full time director (Mr. Melvin J. Schneidermeyer), and reported on the Open Space suboomaitta meeting on May 18. This committee's function will be to investigate and help process applications for land acquisition for open space projects by various members of the planning agency. T he committee will review the applications and report to the CCRPA for action. If a project is approved, the CCRPA will now do the research and prepare the applications for gents for its members. The organisation is supported by the pa_Etioipating towns. Mr. Bengston also pointed out that new legislation prohibits any son.. ing change within 500 feet of the town bommbai without the approval of the CCPRA. II Mrs. Clapp brought up the natter of the present and projeoted filling of ponds along Route 72 and Paper Goods Pond, suggesting that an opinion be requested from the town counsel about 1) the rights of individuals to do this, where it conflicted with the public interest; 2) recent legislation which may limit the rights 3) and what recourse there night be if there were a conflict between town commissions,ssions, affecting the public interest, over the filling of these ponds. She proposed that, depending on the rep]T, the Conservation Commission vow formally reeememend to the Seleetment that all filling operations be stopped rani pending a careful review of the merits of each case by the joint con. , sideration of the town commissions whose interest it may be. ..., Mr. Bengston presented a bill from the Clessen W. Parker Agency on behalf of Mr. Murray. for $400, for his services to the Commission. Without dissent, the motion was made (by Mr. Benson) and seeonded(by Mr. Rieman) that the aid bill for $ 00 for the fiscal year (July 19664) frau C.IPA to the CC be approved and paid. he next meeting will be held Monday.
