ZONING COMMISSION
The meeting opened at 7:30 P.M_. with Lawyer, Beilman, Lucco,
Cabelus Juld present.
- Mr. Lyman Hall, Mr. A. Nilsson Mr. G. ;Hamlin and .Mr. Walter
Hedges from the State met with `the Zoning Commission- this evening
to discuss the merits of the State -Building .Code, and the procedure
necessary for adopting it.
Mr. Hedges stated that the present concise State code was
reduced from the master code. The master code would be referred
to in such cases as not covered by the 'abreviated code.
Mr. Hedges informed the group that out of the 169 town in
Conn. that 126 had a population of under 7500, and 64 towns
had a popul tion of 2500 and under.
Mr. Hedges went on to explain that if the Town of Berlin
decided in favor of the State Code that it would have to be
adopted in its entirety first and then if ammendements were necessary
they would be required to be advertised in a newspaper and accepted
at a town meeting.
Mr. Hedges pointed out that the State kept the towns abrest
of the ammendements, new materials etc. , and as a service they
have an office in Hartford where a building inspector can obtain
techkical guidance.
Mr. Hedges stated that the; Building Inspector is appointed
by the chief appointing authority of the municipality.
Mr. Hedges summed up by saying that Farmington, Simsbury,
Plainville, and other in this locatlity have adopted this Code
and find it satisfactory with a minimum amount of ammending.
It was the feeling the Zoning Commission that the State Code was
not strict enough.
Mr. Lawyer presented a copy of the Town of Newington's revised
building code which they were going to put into effect shortly.
Mr. Hamlin stated that Section 6 of the Preface was
conflicting and could mr. Hedges explain.
Mr. Aedges replied that their office had agreed to delete
the preface altogether.
Price of a permit was discussed and Mr. Nilsson suggested that
the estimated evaluation when the permit was applied for would
determine it, and then when the building was completed the
assessors figures would be the final accounting to determine the
value of this particular permit.

404 Mr. Hall spoke to' the group and said that it was his
feeling that we should adopt the State code and live with it
for awhile, and then when a building inspector has been appointed
he can find out what ammendments are needed.
the Zoning Commission thanked Mr. Walter hedges for the help he
gave this evening, and suggested that the .situation be discussed
in length by the Commission. '

After the group left a zoning meeting was held.
the matter of.whether Mr. Cianci had moved the construction
equipment'from 'the lot:` adjaoent to 'his hiome 'was'discussed. '
It was agreed 'to "table this matter until the next regular
meeting.
