2015-08-13 Berlin Planning and Zoning Commission Regular Meeting Minutes – August 13, 2015 I Call to Order The Berlin Planning and Zoning Commission held a Regular Meeting on August 13, 2015 in the Town Council Chambers, 240 Kensington Road, Berlin, CT. The meeting was called to order at 7:00 p.m. In attendance Chairman Bruce Moore Commissioners Mark Kaczynski, Kevin Murphy, Mark Parasiliti, Steve Wollman Alternate Commissioners Curtis Holtman (seated); Nicole Pac (seated) Director of Development Services Hellyn Riggins Excused Commissioners Ron Edelson, Brad Parsons II Schedule Public Hearings a. Special Permit Use Application of JLN Contracting for an auto body repair business at 51 Woodlawn Road – Suggested Date: August 27, 2015 Commissioner Kaczynski moved to schedule the public hearing for August 27, 2015. Commissioner Holtman seconded the motion which carried unanimously. b. Special Permit Use Application of Sheppard Family Holdings LLC for weekly, indoor live auctions utilizing approximately 5,000 sq. ft. (25% of the building) at 758 Four Rod Road – Suggested Date: August 27, 2015 Commissioner Parasiliti moved to schedule the public hearing for August 27, 2015. Commissioner Murphy seconded the motion which carried unanimously. III Approval of Minutes a. June 25, 2015 Regular Meeting Commissioner Murphy moved to approve the minutes, as presented. Commissioner Pac seconded the motion which carried with three abstentions (Commissioners Kaczynski, Parasiliti, and Wollman) b. July 9, 2015 Regular Meeting Commissioner Holtman moved to approve the minutes, as presented. Commissioner Pac seconded the motion which carried with two abstentions (Commissioners Kaczynski and Wollman) Berlin Planning & Zoning Commission Meeting Minutes – August 13, 2015 c. July 23, 2015 Regular Meeting Commissioner Holtman moved to approve the minutes, as presented. Commissioner Pac seconded the motion which carried with two abstentions (Commissioners Murphy and Kaczynski)  Commission Business a. Request of E. Timothy Sullivan, Esq. for a 90 day extension to file an approved subdivision, Progressive Development Corp., Deming Road – Requested Date: November 27, 2015 Commissioner Kaczynski moved to approve the request for filing the mylar by November 27, 2015. Commissioner Parasiliti seconded the motion which carried unanimously. b. Façade Improvement Application for Matson Realty LLC, 892-900 Farmington Avenue Director Riggins stated the changes include the columns, signs, and cupola. She stated the façade grant program allows for changes to the building that are only visible from the street. The grant program will pay 50% of the cost of the renovations. In this case, approximately $90,000 is quoted, and the grant program will pay $43,500. However, if the roof is not included in the work, the grant program will pay approximately $20,000. If the commission approves this application, Acting Building Official Frank Van Linter will then review the proposed work. Commissioner Murphy moved to approve the application. Commissioner Kaczynski seconded the motion which carried unanimously. c. Minor site modification, CIL Development, 1 Main Street Commissioner Wollman recused himself from participating in the discussion or motion for this application. Director Riggins stated the developer, CIL Development, is proposing changes to the interior of the project which will slightly affect the outside . The revisions include locating the master bedroom on the first floor and shortening the porches to allow changes to the bathrooms. She stated she is favor of the changes. Mr. Steve Martino, CIL Development, had stated he would come back to the commission if there is any question. Commissioner Kaczynski moved to approve the modifications. Commissioner Murphy seconded the motion which carried unanimously. Commissioner Wollman was reseated. 2 Berlin Planning & Zoning Commission Meeting Minutes – August 13, 2015 d. Entry wall to Crystal Falls Way Director Riggins stated two citizens who live on Crystal Falls Way have requested two 5’ tall stone pillars (2’ x 2’) be placed at the beginning of Crystal Falls Way for the purpose of identification of the residential development. Director Riggins stated the request can only be approved if the location of the markers is on the Planned Unit Development area and Engineering staff approves the locations so that they do not interfere with snow removal, etc. Commissioner Parasiliti moved to approve the request, subject to the following: a. The locations of the two pillars will be approved by Engineering staff and other necessary staff. Commissioner Kaczynski seconded the motion which carried unanimously.
