Regular Meeting Minutes
I Call to Order
The Berlin Planning and Zoning Commission held a Regular Meeting on July 23, 2015 in the
Town Council Chambers, Berlin Town Hall, 240 Kensington Road, Berlin, CT. The meeting
was called to order at 7:00 p.m.

Commissioners Mark Parasiliti, Steve Wollman
Alternate Commissioner Curtis Holtman (seated); Nicole Pac (seated)
Director of Development Services Hellyn Riggins

Commissioners Ronald Edelson, Mark Kaczynski, Kevin Murphy, Brad Parsons
II Approval of Minutes
a. June 25, 2015 Regular Meeting
b. July 9, 2015 Regular Meeting
Commissioner Holtman moved to table both sets of minutes. Commissioner Wollman seconded
the motion which carried unanimously.
III Request for Bond Release
a. Request of Mark Caliandri for a bond release, Kensington Road
Director Riggins stated the bond was for a rear driveway. She stated Engineering staff has
recommended release of the bond.
Commissioner Parasiliti moved to release the bond.
Commissioner Wollman seconded the motion which carried unanimously.
IV Schedule Public Hearings
a. Special Use Permit Application of JPG Partners, LLC for a 20 unit multi-family
development at 319 Main Street, East Berlin
Director Riggins stated she is working with a consultant and has received a proposed contract
which she will review.
Commissioner Parasiliti moved to schedule the hearing for August 27, 2015.
Commissioner Holtman seconded the motion which carried unanimously.
b. Excavation Permit of CRC Homebuilders, LLC to excavate 48,000 +/- cubic
yards, approximately 2 acres, of material at Lot 1, Block 72, Kensington Road

Director Riggins stated Milone and MacBroom has agreed to do the work and a contract will be
sent.
Commissioner Wollman moved to schedule the hearing for August 27, 2015.
Commissioner Parasiliti seconded the motion which carried unanimously.
c. Subdivision Application of CRC Homebuilders for 7 building lots at Lot 1,
Block 72, Kensington Road
