2013-11-14 TOWN OF BERLIN Parks and Recreation Commission 230 Kensington Road • Berlin, CT 06037 Thursday, November 14, 2013 7:00 p.m. MINUTES ATTENDANCE : Present: Commissioners Len Zielinski-Chairman Charles Warner Robert Sylvester Don Dellaquila Staff Debbie Dennis - Superintendent of Recreation Art Volz - , Superintendent of Public Grounds Jon Zuk – Golf Course Manager Jerry Salvio Absent: Fred Jortner Jr., Steve Hinchliffe, Donna Bovee AUDIENCE OF CITIZENS Berlin students, Max Weiss and Andrew Burr requested the use of a Community Center room, with fees waived, to host a Beyblade competition (battling tops in an enclosed area) on a Saturday to be identified in December. Commissioner Sylvester made a motion to grant the room request and waive fees, seconded by Commissioner Dellaquila. The motion passed unanimously APPROVAL OF MINUTES: Commissioner Dellaquila made a motion to approve the minutes from the October 10, 2013 meeting, seconded by Commissioner Sylvester. The motion passed unanimously. CONSENT AGENDA a. Recommend accepting a $40 donation from the Timberlin Women’s Club to support the Parks and Recreation Department’s youth fishing derby scheduled for April 2014. b. Advanced College Planning of Cromwell has requested authorization to rent a room for College Planning Workshop offered to Berlin Parents at no charge. Commissioner Sylvester made a motion to add item b to the consent agenda, seconded by Commissioner Dellaquila. The motion was unanimously approved. Commissioner Warner made a motion to accept the consent agenda as amended, seconded by Commissioner Dellaquila. The motion was unanimously approved. TIMBERLIN GOLF COURSE a. Monthly Report  Performed tree pruning th  Installed split rail fence behind the 12 tee  Removed the tent canopy and side panels from the frame  Continued leave cleanup  Backfilled and continued working on drainage around new cart paths b. Winter Projects  Strip sod from 16th tee/level tee surface/sod  Excavate bank behind 16th tee (par 3). This will add 12 yards to the hole. Will require building a small retaining wall behind the proposed tee extension.  Tree pruning/removal of damage and or decaying trees. th c.Update/status of Timberlin Men’s Club request, made at the July 11 meeting by Peter DeFazio, for approval to assist with weeding on the course to improve overall appearance. Mr. Zuk indicated that the unions objected, which result in grievance, in addition to there being issues with supervision of the volunteers and potential liability d. Request for a greens fee waiver for The United State Mid-Amateur Qualifying tournament. Mr. Zuk provided and information sheet that provided the following specifics:  Is scheduled for 8/4/14, from 7:30 – 12:30.  Between 70-80 participants,  No carts are permitted.  Requesting greens fee waiver, practice rounds will be paid as played. Commission Sylvester made a motion to approve, seconded by Commissioner Dellaquila. The motion was unanimously approved. d.Proposal to establish sub-committee of golfer’s to assist with development of 2014 rates. Chairman Zielinski indicated that golfers John Solek, Allen Ladd and William Orlowsky expressed interest in providing assistance. He requested Mr. Zuk to provide final play from the 2012 season and 2013 year-to-date details for the committee to use. PUBLICGROUNDS a. Monthly Report  All the trees along Farmington Ave and Mill Street were pruned.  Pruned all the shrubs in the front of Griswold School  Paved the rear walk at Griswold School next to the portables.  Installed a new gate at the rear of Griswold School next to the playground.  A new section of guard rail was added at Sage next to the softball field gate.  Over seeded the infields at Percival field and McGee baseball.  All fields were thatched.  Moved the Emma Hart Willard monument from the corner of Hudson St and Lower Lane at Willard school, its new home.  All flags were replaced around town for Veteran’s Day.  Working on cleaning up leaves.  Both pools have been winterized along with pool houses.  The track at BHS has been relined. b. Hatchery Brook update – Problem created by beavers has resulted in a major repair effort. Now trying to get rid of beavers PARKS AND RECREATION a. Monthly Report  Basketball registrations assignments are complete 31 teams with 310 participants  Winter program registration to go out th  Raising Berlin Tree Lighting set for Nov 30 at Veteran’s Park  The Santa Calling program will be starting right after Thanksgiving  Tinsel Run is set for December 7. b.Detailed review of draft POCD and proposed P&R items. Chairman Zielinski provided approximately 16 items to be included in the P&R portion of the POCD for comment and suggestions from Commissioner. He also asked for comments on POCD item included by other commissions. The Commissioners expressed satisfaction with the items submitted.
