2012-12-13 TOWN OF BERLIN Park and Recreation Commission 230 Kensington Road • Berlin, CT 06037 Thursday, December 13, 2012 7:00 p.m. Berlin Community Center Minutes ATTENDANCE : Present: Commissioners Len Zielinski – Chairman Don Dellaquila John Solek Donna Bovee Steve Hinchliffe (joined at 8pm) Staff Debbie Dennis - Assistant Director of Recreation Jon Zuk – Golf Course Manager Marc Bayram – Golf Pro Art Volz, Superintendent of Public Grounds Absent : CommissionersSylvester and Warner AUDIENCE OF CITIZENS Eagle Scout candidate Tobias Hull, BSA Troop 41, made a presentation to the Commission about his recently completed Eagle Scout project at the Marjorie Moore Bird Sanctuary on Peck Street. He spent 64 hours on project and received 164 hours of support from fellow scouts. They cleared brush, marked and created a trail, built and installed bird houses and a 3’ x 3’ platform feeder that is covered and locked. The Kensington Garden Club will be maintaining the locked feeder. Chairman Zielinski signed off on the project. CONSENT AGENDA a. Accepting a donation of $100 from Kris Lotko for the 2013 Youth Fishing Derby. b. Accepting donations in memory of Julia Centurelli to be used for Centurelli Field:  Paul and Anne Fangiullo - $20  Thomas and Carol Loiselle - $20  Mary D. Fiorot - $25  Maurice and Beverly Grasso - $25  Nick & Susan Catrini - $50 Commissioner Don Dellaquila will contact Mark Centurelli for suggestions and/or seek clarification for the use of these donations. Commissioner Solek made a motion to accept consent agenda as amended, seconded by Commissioner Bovee. The motion was unanimously approved. APPROVAL OF MINUTES Commissioner Dellaquila made a motion to accept the Minutes as amended from November 15, 2012, seconded by Commissioner Solek. The motion was unanimously approved. Monthly Report  Completed final spraying for winter mold  Have previously experienced ice damage to #2, #3, #10, and #11 greens. Aeration holes we will be punch in lows spots on these greens to allow the water to drain down.  Will be installing two sets of stone stairs for the 12th tee  The Town previously accepted a $1,500 donation from the Men’s Club that we will be used for a split rail fence.  Restaurant carpet needs to be replaced. Anticipate the existence of mold as a result of all the leaks related to the bar sink. Investigation possibility of obtaining a remnant carpet piece. b. Cart path update - Car Paths work has begun by Maisano Brothers. Have excavated and laid down processed stone. The asphalt will not be installed until spring because of temperatures. c. Play history – Reviewed final CY11 and YTD CY12 play and revenue stats. The course opened on thth March 8 2012, earlier than the March 30 opening in 2011. As a result play and revenue is up over last year. d. Reviewed of proposed CY13 rates, prepared by a subcommittee of Jon Zuk, Marc Bayram, Len Zielinski, John Solek and Jerry Salvio. All rates were increased ranging from 1-3%. Cart rates remained the same as last year st e. Motion was made to add a request by the CSGA, received October 1, to hold a CT Open Qualifier in 2013 by Commissioner Solek, seconded by Commissioner Hinchliffe, approved unanimously th This event will have 84 players and would be scheduled for Monday, July 8, from 7:30 – 11:30. CSGA is requesting to have the greens fees waived. Carts are optional and would be paid for when used. A number of participants are expected to be playing practice rounds which would be paid at regular rates for practice rounds. Will be getting approximately 70-80 practice rounds. Commissioner Dellaquila made a motion to waive the greens fee, seconded by Commissioner Bovee. The motion was unanimously approved. PUBLIC GROUNDS a. Monthly Report th  Set up for the 4 Annual Tree Lighting Ceremony at Veterans Memorial Park sponsored by Raising Berlin Inc. and Berlin Parks and Recreation Department. st  Trash Barrels all set up for December 1, Tinsel Fun Run sponsored by the Berlin Parks and Recreation Department and the New Britain-Berlin YMCA.  Created a new handicap parking area at Berlin High School.  Finished leaves.  All winter equipment is ready to go.  Winterizing mowers.  Portable toilets are picked up for the season except the 2 toilets at Sage Park.  Timberlin Park is closed for the season.  Sage Park Building is winterized.  Christmas lights are up. Skating status signs have been put in place.  All soccer nets are down. All concession and irrigation systems have been winterized.  Lights on basketball/tennis courts are shut off for the season.  1968 Leaf sucker was down with a blown head and bad bearings. Newington had one that was scheduled to go to auction which they graciously loaned us without charge. Explored purchasing this used unit without success. The Berlin unit was repaired and went down again after approximately an hour of use.  One staff member is out for surgery on workman’s comp for 12-16 weeks. Another will be going in for surgery beginning in January 2013 and won’t be back until the end of February. b. Zipadelli scoreboard replacement – At the request of Commissioner Sylvester, the Commission agreed to delay discussion until the January meeting. PARKS AND RECREATION a.Monthly Report th  4 Annual Tree Lighting Ceremony at Veterans Memorial Park was a big success. Over 500 people attended. Possible expansion for next year. stth  Tinsel Run held December 1, a week after 4 Annual Tree Lighting. Had 140 runners. Tree lighting had about 500 people attending/  Youth Basketball is up and running with 15 staff working at 4 different sites.  Debbie and Art are working on simplifying the Scalise Field rental agreement. +  Santa’s Visit – 140 Children attended over 3 nights  North Pole Connection – 185 Phone calls were made to the children Townwide. Proposing to change playground summer program tuition $100 per summer to $50 per week and  $15 for field trips. The program runs 7 weeks for 7 hours per day, will be held at Willard and th Griswold schools and end Friday, August 9. Letters went out to both the Prosto and Polonez Soccer Clubs informing them that they will be  charged $40/hour for usage of Scalise Field lights. Letters went out to key holders of locks to Town fields regarding the Key Return Policy. If keys  are not returned by December 28, 2012, they will lose their deposits. b.Field use request from the Manchester Twilight League – Received and email requesting possible summer weekday field time at Zipadelli starting at 6:00pm. c.Proposed fees and policies FY14 – Provided updates to Finance Director Jim Wren. NEW BUSINESS Location of June 13, 2013 Meeting has been changed to Timberlin Golf course Restaurant at 6:30 pm ADJOURNMENT A motion was made by Commissioner Don Dellaquila to adjourn the meeting at 8:40 PM, seconded by Commissioner John Solek.
