1983/08/09 BERLIN PLANNING COMMISSION 1. The regular meeting of the Planning Commission was called to order at 7:30 p.m., August 9, 1983. In attendance were: Mr. Baccaro, elected Acting Chairman, Mrs. Wilcox, elected Acting Secretary, Mr. Pastuszak, Mrs. Woznis, and Mr. Seelye, Town Engineer. 2. Agenda Item 1. Mr. Howard Asal and Mr. Roderick Hewitt presented a plan entitled: "Revised Layout Plan Old Farm Estates, Four Rod Road, Berlin, Connecticut", scale 1"=40', dated Mar. 11, 1981, revised to 8/9/83, by Hewitt Engineering, P.C. The plan showed a revised location and extension of the proposed street and an extension of the proposed fill area to allow an additional four lots, and a total of 18 lots, within the subdivision. Also the pond that was proposed by the original developer as a source of fill, and for fire protection, has been moved to a location on the brook east of Four Rod Road. The plan has been approved by the Inland Wetlands Commission. It is the intent of the developer to convey the open space land, including the fire protection pond, to the Town. Motion by Mrs. Wilcox, seconded by Mr. Pastuszak, and voted to approve the revised layout (sketch) plan as presented. 3. Agenda Item 2. Mr. & Mrs. Thomas Lyons of 100] Norton Road, were present to discuss their earlier request that the requirement for sidewalks across the front of Lot 76D and 76E, Block 91, be deferred. After discussion, motion by Mrs. Wilcox, seconded by Mrs. Woznis, and voted to defer the requirement for sidewalks fronting Lot 76D and Lot 76E, Block 91, until the walks are extended on adjacent property by the Town or others, and that the deferred requirement for sidewalks be noted in the land records. 4. Agenda Item 3. Mr. Valier Daigle presented a plan entitled: "Preliminary Plan Subdivision of West Lane Acres, 748 High Road, Berlin, Ct.", scale 1"=40', dated May 1983, revised to 7/30/83, by A.Jo Curnow, L.S. The plan shows five lots on West Land and two lots on High Road, one of which containing an existing residence. Water and sewer service will be provided by the Kensington Fire District. The requirement for sidewalks was discussed. Motion by Mr. Pastuszak, seconded by Mrs. Woznis, and voted to grant preliminary approval to this subdivision, with the condition that public sidewalks be installed by the developer on Lots 4B, 4C, 4D, 4E and 4F, fronting West Lane. 5. Agenda Item 4. Mr. Joseph Pohlmann of the Peck Memorial Library Association and Mrs. Barbara Geary, Economic Development'Director, presented the architect's renderings of the proposed conversion of the Matson Rug Co. (former A&P) store on Lot 3, Block 80, Farmington Avenue to the Peck Memorial Library. The renderings showed the site plan, the building facade, and a floor plan. Mrs. Geary and Mr. Pohlmann explained that the Town and the library association were negotiating with the property owners, and were seeking grants for the acquisition and construction. The Commission members expressed approval of the use of this building and site, but expressed the concern that the development plans include the installation of public sidewalks to connect to the walk in Farmington Avenue, east of the site, and that a properly signaled crosswalk be installed. Based on the above, the following resolufion was moved by Mrs. Woznis, seconded by Mrs. Wilcox, and voted: WHEREAS, at its August 9, 1983 meeting the Planning Commission of the Town of Berlin discussed the proposal to renovate the Matson Building for the proposed Peck Memorial Library; and, NOW, THEREFORE, BE IT RESOLVED: THAT THE PLANNING COMMISSION BE ON RECORD AS SUPPORTING THE PROPOSED PECK MEMORIAL LIBRARY AT THE MATSON SITE. 6. Agenda Item 5. Mrs. Geary requested that another item, the development of an industrial park on the Wilbur Cross Highway be discussed. Motion by Mrs. Wilcox, seconded by Mr. Pastuszak, and voted to place this item on the agenda. Mrs. Geary then presented a sketch map of the proposed Turnpike Industrial Park which would be located in the area bounded by the Wilbur Cross Highway, Deming Road, and Selden Street. After brief d~scussion of the status of this pro- posal, motion by Mr. Pastuszak, seconded by Mrs. Wilcox, and voted to find the proposed Turnpike Industrial Park Project to be generally consistent with the Town Plan of Development. 7. Agenda Item 5, continued. Messrs. Joseph and Ettero Aiudi, owners of Jet Development Corp. requested Commission action for final approval of Deerfield Manor, Section 6, which they are developing. Motion by Mr. Pastuszak, seconded by Mrs. Wilcox, and voted to place this item on the agenda. Mr. Joseph Aiudi presented a plan entitled: "Subdivision Berlin Planning Commission minutes of August 9, 1983 continued Plan 'Deerfield Manor', Section 6 Property owned and developed by Jet Development Corporation, Depot Road, Berlin, Conn., Wildermere Road and Tree Hill, Berlin, Conn.", scale 1"=40'; dated March 1978, revised July 1983, by G.S. Jarmolinski, Associates. Mr. Aiudi described the location of his subdivision as an extension of the Deerfield project west of Belcher Brook, and explained to the Commission that most of the improvements are installed. Work remaining includes paving the road, curbing, sidewalks, beam rail, and landscaping. Surety ~n the form of a letter of credit has been given to Mr. Seelye. Mr. Seelye recommended final approval of this 19 lot subdivision. Motion by Mr. Pastuszak, seconded by Mrs. Woznis, and voted to grant final subdivision approval to Deerfield Manor, Section 6, as presented. 8. Agenda Item 5, continued. Motion by Mr. Pastuszak, seconded by Mrs. Wilcox, and voted to approve the minutes of the July 12, 1983 meeting. It is noted that there was no meeting on July 26th, due to lack of agenda. In attendance were: Mr. Baccaro, elected acting chairman, Mrs. Wilcox, appointed acting secretary, Mr. Pas~uszak, Mrs. Mildrum, alternate-seated for Mrs. Woznis, and Mr. Seelye, Town Engineer. 2. Agenda Item 1. Attorney Charles Williams and Mr. Donald Kanoff, representing the New Britain Bank and Trust, presented a map entitled: "Subdivision Plan Properties of New Britain Bank and Trust Co., Woodlawn Road, Berlin, Conn., July 1983, Scale 1"=100'", by Herman F. Kendrick, Land Surveyor. This plan showed land owned by the Bank on Woodlawn Road to be divided into three parcels, none of which are to be classified as building lots. One parcel, consisting of land west of Woodlawn Road, and land along the Mattabassett River is to be conveyed to the Town. Motion by Mrs. Pastuszak, seconded by Mrs. Wilcox, and voted to grant preliminary approval. Motion by Mrs. Mildrum, seconded by Mr. Pastuszak, and voted to grant final approval of the plan as presented. 3. Agenda Item 2. Mr. William Hanley, Maintenance Supervisor for Easco Aluminum Corp., and Mr. Orlando Annulli, contractor, presented a plan entited: "Easco Aluminum Corporation, Eastern Extrusion Corporation, 500 Four Rod Road, Berlin, Connecticut Exterior Truck Dock (at West) Construction Phase 2 Work (Completion) Site Plan, Driveway and Drainage" dated 7-8-83, revised to 7-29-83, by Harold B. Husted, P.E., Consulting Engineer. This plan showed a proposed loading dock and e×tended driveway to the rear of the Easco plant at 500 Four Rod Road. Mr. Seelye advised that no outside storage is allowed on the dock due to zoning regulations. Motion by Mrs. Wilcox, seconded by Mrs. Mildrum, and voted to approve the site plan as presented. 4. Agenda Item 3. Mr. Seelye presented a map entitled: "Subdivision Lot 1 owned by Stanley Dutkiewicz & Gretchen K. Anderson, Lower Lane, Berlin, Conn., Scale 1"=40', August ]983" by John L. Thomson, Land Surveyor. This plan showed the subdivision of a port, on of the appli- cants' property on Lower Lane to be conveyed to the Town for use by the High School. Motion by Mr. Pastuszak, seconded by Mrs. Wilcox, and voted to grant preliminary approval. Motion by Mrs. Wilcox, seconded by Mrs. Mildrum, and voted to grant final subdivision approval of the plan as presented. 5. Mrs. James Lucas of Advanced Design Construction requested that he be permitted to present a site plan for an addition to Polymer Machinery Corp., Woodlawn Road. Motion by Mrs. Wilcox, seconded by Mr. Pastuszak, and voted to place this request on the agenda. Mr. Lucas presented a plan entitled: "Proposed Addition for Jack G. Fuller, Jr. D/B/A Polymer Machine Corp., Woodlawn Road, Berlin, Connecticut" dated 9-6-83, scale 1"=20', by ttallisey & Herbert, Civil Engineers & Land Surveyors. This plan showed a small addition on the side of 168 Woodlawn Road, at the rear of the Polymer property. Motion by Mrs. Mildrum, seconded by Mr. Pastuszak, and voted to grant site plan approval.
