The Berlin Planning and Zoning Commission held a Special Meeting on October 29, 2000
beginning at 8:30 a.m. at the gate of the Orchard Road entrance to consider the following:
a. Request for Sketch Layout Approval, Proposed Residential Subdivision,
Jeffrey DelFavero, Developer, Lots 10, 15, 20F2 and 21, south of Orchard
Road
The following attended:
Chairwoman Joan Carey
Commissioners Ronald Edelson, Diane Jorsey, Mark Kaczynski, Bruce Moore, Stuart Topliff,
and Robert Weiss
Alternate Commissioner: Mark Kacyznski (seated)
Bart Bovee, PE, MBA Engineering and the Applicant Jeffrey Delfavero were present. There was
some public attendance for this portion of the meeting.
The meeting was called to order at 8:40 a.m.
Ms. Carey relinquished the Chair. Mrs. Jorsey assumed the Chair.
The commissioners walked a loop of the parcel. Mr. Bovee and Mr. DelFavero explained
designated areas for open space and approximate roadway locations.
This portion of the meeting ended at 10:50 a.m. and the commissioners traveled to the next site
walk.
Second Site Walk
Commencing at the Silver Ridge Residential Development after the first agenda item:
b. Zone Change Request of Thomas P. Coccomo, Jr. to change the zone of
Lot 25B, Block 153, Wilbur Cross Highway, from Mountain Reserve-1 to
Planned Office/Residential
The meeting was continued at 11:00 a.m. Mrs. Jorsey relinquished the Chair. Ms. Carey
assumed the Chair. Applicant for the zone change, Thomas Coccomo, and Attorney James
Ripper were in attendance.
About ten minutes into the site walk, Ms. Carey incurred an eye injury and she and Mr. Moore
left the meeting. Mrs. Jorsey assumed the Chair. The commissioners finished the review of the
site. A motion to adjourn was made by Mr. Topliff, seconded by Mr. Edelson and carried
unanimously. The meeting adjourned at 11:30 a.m.
