1974/05/141. Regular Meeting Berlin Town Planning Commission May 14, 1974 at 7:30 pm. Members present: Messrs. Rosso, Conti, Baccaro, and Hinchliffe. Also, Morgan Seelye, Dir. of Public Works. 2. Agenda Item 1 - Bond Release - Penfield Estates, Marc Phaneuf, Dev. Mr. Seelye recommended that the remaining bond in the amount of $500. be released as per Mr. Phaneuf's request. So voted on a motion made by Mr. Baccaro,seconded by Mr. Hinchliffe. 3. Dutkiewicz Subdivision - the Nay 11, 1974 Map of the four (4) lot subdivision owned by Edward Dutkiewicz was given preliminary approval on a motion made by ~Mr. Hinehliffe, secnnded by Mr. Baccaro~ and was given final approval on a motion !made by Mr. Hinehliffe, seconded by Mr. Bacearo. 4. Acceptance of Streets - Green Acres - Doric & Riera, Developers - Sections 1-5 Voted on a motion made by Mr. Conti, seconded by Mr. Hinchliffe to reduce the bond Ion the roads in Sections 1-5 from $34,500 to $24,000 based on the condition that t?e Iconditions as set forth in their letter of March 14 will ~ply. iS' Planning Commission Regulations - Mr. Seelye stated that the supply of Regulaticns ,ms very low and recommended th-~at we consider having 300 copies printed which would !incorporate any changes to date. This would be at a cost of about 50¢ per copy. iA motion was made by Mr. Baccaro, seconded by Mr. Conti that we request funds Ifrom the Board of Finance to have 300 copies printed· So voted. 5. Mountain View Development - see Minutes of March 12. It was recommended that their engineer, Igor Vechesloff see Mr. Seelye to determine just what maps are required. 6. Payanis Subdivision - Mr. Seelye reported that he received a letter from the Corp. Counsel in answer to his relaiive to the requirement that sidewalks be installed in the future if the rear acreage is developed...how this could be picked up at tha~ time. Mr. Jackaway suggested that a caveat be placed on the map stating that side-i !walks be installed at the time the rear acreage is developed and also the requirements be made a part of the Minutes relative to action on the Subdivision. ?. Agenda Item 1 - Establishment of Street Lines - Norton Road ~he following map was presented by the Town Engineering Dept. "Installation of wate~ hain and reconstruction of Norton Road, Berlin, Conn., dated May, i974; H=1"=40'; 1"=4', Engineering Dept., Town of Berlin, Berlin, Conn., Dwg. No. 7~-01-1." his is for establishment of the street line from Kensington Road west to the vesterly edge of the Rudnick property. Because of the present irregular contours ~f the road it is proposed to relocate the road from east of lot 34K to just west ~f the Lions Memorial Pool. The gas mains in the present road will not be moved ~nd the Town will retain ownership of the present road. ~n a motion made by Mr. Baccaro, seconded by Mr. Stiano, it was voted to recommend pproval of the proposed map and to schedule a Public Hearing for June 11 at 7:30 p~ · Agenda Item 2 - Regional Planning Referral - Bridlepath Estates Subdivision - ewington, Conn. his is a proposed Subdivision in Newington adjacent to theBerlin Town Line of 30 uilding lots - the following map was presented for review - Section I - showing ors 1-28 - Property of Flagler Assoc., Newington,Conn., dated Nay, 1973, .E. Peters, L.S. 1"=40'." moiion was made by Mr. Quirk, seconded by Mr. Baccaro, that we should comment as ollows - it appears to contain wetlands which might have an adverse impact on down tream or up stream owners if the land is allowed to be indiscriminately filled or eveloped. So voted. · Bond Reduction - Woodcliffe, Section X r. Seelye recommended that the Bond on thisSection of Woodcliffe be reduced from 34,500 to $28,000. So voted - motion by Mr. Conti,seconded by Mr. Stiano
