1971/06/221. Regular Meeting Berlin Town Planning Commission June 22, 1971 at 7:30 pm. Members present: Aldo Castiglioni, Roy Byrne, and Peter Baccaro. Also, Morgan Seelye, Dir. of Public Works. 2. Mr. Byrne was appointed Acting Secretary. 3. Mr. Bagdigian appeared and presented a map of his property on Middletown Road which included a portion he was requesting permission to fill to elevation 97.0'. This portion is east and north of the present pond which he wants to use for raising fish. "Plan showing portion of property of Monty Bagdigian Middletown Road, Berlin, Conn. June 7,1971 1"=40' Gregory Abrahamian PE & LS." Mr. Seelye stated that the map is o.k. engineering wise and recommended that approval be given to remove t/~ portion described on the map from flood plain. So voted on motion made by Mr. Baccaro, seconded by Mr. Byrne. 4. Section II Old Orchard Town see Minutes of May ll,Item 5 Mr. Wicklund presented the following map for final approval, "Section II Old Orchard Town, property of E.H. Wicklund, Inc., Berlin, Conn. 1"=40' June 1971." This section contains Cider Mill Lane and Winesap Road. The following note appeared on the map - "Parcel A east of Cole Lane to be conveyed to either the Town of Berlin or to C.~. & M.Martinchek." The map meets engineering requirements and Mr. Seelye recommended that final approval be given. So voted on motion made by Mr. Byrne, seconded by Mr. Baccaro. Map was signed. 5. Section 3 - Old Orchard Town Mr. Wicklund presented the following preliminary Plan - "Section 3 Old Orchard Town Preliminary Subflvis ton Plan, property of Earl H, Wicklund, Inc., Berlin, Conn., ! "--40', June 1971, R. Luther, P.E. & L.S." This Section includes 11 lots on Winesap Road. Mr. Seelye drew our attention to engineering changes shown on the map which include (1) show seepage test locations, (2) show drainage and turn around as part of Sect. III, (3) final slopes, (4) building set back lines. Mr. Baccaro made a motion to grant preliminary approval subject to engineering changes, seconded by Mr. Byrne, and voted. 6. Bond Reduction - Section I Old Orchard Town - Mr. Seelye recommended that the performance bond be reduced from $25,000 to $10,000. So voted on motion made by Mr. Byrne, seconded by Mr. Baccaro. 7. Wood Cliffe - Section 8 Anthony Garro, developer Mr. Clifford Landry, representing Mr. Garro, presented the following plan - "Sub, vision Plan, Section 8 Woodcliffe Anthony Garro, Developer, Galpfn Lane, Berlin,Conn., June 3, 1971, scale 1"--40', Greg Abrahamian P.E. & L.S." Mr. Seelye stated that there are no engineering problems; but that now might be the tfm,a to resolve what is going to be done relative to bringing West Lane up to Town standards. It was agreed with the previous owners that they would prepare West Lane and the Town would put on the finish pavement. Old Minutes on this subject and correspondence were checked and copies will be provided to the current owner for his information in dtscussirgthe subject with the Town Engineer. Mr. Byrne made a motion, seconded by Mr. Baccaro, to grant final approval on Section 8, subject to posting of necessary bond and with the provision that the correct map for signature is provided. So voted. Relative to West Lane, it was voted on motion made by Mr. Byrne, seconded by Mr. Baccaro, that no further approvals will be granted to Wood Cliffe until the reconstruction of West Lane has been mutually agreed upon by the Town and the present owner of Wood Cliffe as per agreement with previous owners and the Town. 8. Planned Shopping Subd~t~isl~n - Site approval - Geo. Psillas, owner Mr. Psillas presented the following plan - "Site Plan - Proposed Shopping Center, Mill, Beckley, and Berlin Streets, Berlin, Conn., June 1971 F.B. Dolan Reg. Land Surveyor, scale 1"=20', Anthnoy Vendola, Prof. Engr." Building Plans were dr~wn up by Earl K. Bishop, Architect, Robt. E. Gibson Assoc., New Britain, Conn." Mr. Psillas was seeking approval of the site plan. Mr. Seelye made the following recommendatior (1) detail information on signs should be submitted; (2) lighting plan should be submitted (3) 5' sidewalks along town roads (Beckl~y and Berlin Sis .) should be required; (4) the west erm'ance on Mill St. should be closed off' (5) considerati,~n should be given to widening Beckley Road. Approval of the site plan, subject to the recommendations made by Mr. Seelye, was given on motion made by Mr. Byrne, seconded by Mr. Baccaro. 857 9. Briarwood - Section I - Release of Performance Bond It was voted to release the $7,500 bond on Section I of Briarwood on recommendation of Mr. Seelye and on motion made by Mr. Baccaro and seconded by Mr. Byrne. 10. Briarwood - Section 2 - See May 2.5 Minutes, Item 6 Mr. Careb presented the following map which includes 11 building lots on Briar Patch Drive seeking final approval. "Briarwood Section 2 subdivision of property of Louis Hodes and Harold Langs developed by J. R. Builders Inc. Burnham Street, Berlin, Conn., April 1971 1" =40' G.S. Jarmolinski &Assoc., Rev. 6/15/71." Mr.~ See!ye, r~ferring to the conditions of approval voted at the May 25 meeting, stated that condition (d)'is no longer needed, (e) is no longer needed as substitute rights of way have been obtained (these are listed below); required bond has been posted; and the required sidewalks on Briar Patch Drive should be shown on the map. The developer has received the following Agreements from abutting property owners and the Kensington Fire District (1) Gagliardi, Faselle, and Sweden, dated June 9, 1971 have agreed relative to filling and grading the rear portion of their property to sufficient grade to allow the flow of surface water to the storm sewer to be constructed by the developer; (2) Geo. Garrity has agreed relative to grading, filling,and slope rights along east and south portions of property o! Burnham St., dated May 11, 1971; and the KFD, dated June 18, has agreed to supply water and will accept the operation of the sewer pumping station subject to all rules and regulations of the KFD, pumping station to be built to their specifications and approved by their superintendent. It was voted to grant final approval, subject to required sidewalks being detailed on the map on motion made by Mr. Byrne, seconded by Mr. Baccaro. 11. The Minutes of the June 8 Meeting were approved on motion made by Mr. Baccaro, seconded by Mr. Byrne. 12. Massirio Industrial Park - see item 5, June 8 Meeting Mr. Baccaro made a motion, seconded by Mr. Byrne to remove the subject from the table. So voted. Mr. Seelye reported that he has checked back through previous records relative to this subdivision and the map on file shows a reservation for street lines on Seymour Road. It was voted on motion made by Mr. Byrne, seconded by Mr. Baccaro, to disapprove the proposed Massiro Industrial Park the reason being that the developer has not complied with the establishment of street lines as agreed to as per the Minutes of the May 14, 1968 Meeting which stated that we would give final approval with the understanding that the land within the proposed 60' street line for Seymour Road is designated on the map for future conveyance to to Town. So voted. 13. The Commission will meet with Mr. Robt. Pollock (CDAP) on Thursday, June 24 at 7:30 at Roy Byrne's home. 14. Voted to pay Miss Gooby's bill of $30.00 on motion made by Mr. Byrne, seconded by Mr. Baccaro. 15. Meeting adjourned at 11 pm. Respect~y submitted,
