Meeting of December 11, 2007
Chairperson Stephen Morelli called the meeting to order at 6:00 p.m., Tuesday, December

During the meeting, the following topics were discussed:
1) Minutes - The minutes of the September 25th meeting were reviewed and
accepted by Chairman Morelli and Will Watson.
2) Modifications to Existing Sanitary Code - Paul Hutcheon, Director of Health,
Central CT Health District, explained his letter of July 17, 2007, and asked the
Town to abolish portions of its Sanitary Code as related to food establishments,
public schools, and motels, since the Health District has adopted these codes in June
for all four member towns. After discussion, Chairman Morelli asked the Committee
Members to review these sections of the Town's code, and that this request would be
considered at the Committee's next meeting.
3) Senior Citizen Property Tax Relief Program - The Committee discussed a
senior citizens property tax deferral program. Questions were asked of the Tax
Collector, Assessor, and Corporation Counsel. After discussion, the Corporation
Counsel was directed to prepare an ordinance for the Council's consideration patterned
after the Rocky Hill ordinance, following the State's age and income guidelines, and
checking into the statute of limitations for the length of time that a property tax
deferral can be granted without losing the right to collect these taxes. This ordinance
will be presented to the Town Council at its meeting of December 18, 2007, and
scheduled for a public hearing at its meeting of Tuesday, January 8, 2008.
4) Other Matters - The Committee discussed the Town's policy on condominiums
and the reimbursement they receive for refuse collection costs. After
discussion, Robert Weber, Corporation Counsel, was directed to prepare an
ordinance for the Council's consideration that would eliminate this practice in
the future, and phase-out the current system of rebates within a reasonable
timeframe.
5) Adjournment - There being no other action required of the Committee, Chairperson
Morelli adjourned the meeting at 7:10 p.m.
