2001/06/05Amended and Approved Minutes Amended -June 5, 2001 IWWC Minutes -Page 1 The Berlin Inland Wetland and Water Commission held a regular meeting on Tuesday, June 5, 2001 beginning at 7:04 P.M. with the following in attendance: Acting Chairman Robert Clark Commissioners Raymond Jarema, Adam Liegeot, Anthony Letizio, and Ralph Simeone Agent to the Commission: James Horbal Excused: Chairman Michael Balinskas, Commissioners Mark D'Amore and James Zareski. Absent: Commissioner Joseph Porcaro Acceptance of the Minutes A motion to accept the minutes on the May 3, 2001 meeting was made by Commissioner Jarema, seconded by Commissioner Simeone and carried unanimously. Audience of Citizens There were no speakers. Regular Meeting 1. Application Ol-O1W Proposal by Mario Pirozzoli to amend a wetland boundary on Lot 8G, Block 152, 85 Rivergate Lane, East Berlin. Mr. James Horbal reviewed the history of events that have occurred with this application. Mr. Horbal stated that there are areas of wetland that have been f lied. Discussion followed. A motion to approve Application O 1-01 W was made by Commissioner Letizio, seconded by Commissioner Liegeot and carried unanimously. 2. Application Ol-11W Proposal by D & P Enterprises, Inc. to place fill and discharge drainage into a wetland area in conjunction with the construction of a commercial dwelling on Lot 19, Block 153, 2253 Wilbur Cross Highway. Mr. Bart Bovee (M.B.A. Engineering) presented the application for D & P Enterprises. Mr. Bovee stated that there would be a 1400 square feet impact. Also, he stated that this a building footprint and would not be the exact building that will be built. Mr. Jarema inquired about the drainage. Amended -June 5, 2001 IWWC Minutes -Page 2 In response to Commissioner Letizio's question, Mr. Bovee stated that there would be a 34-foot buffer. A motion was to approve Application 01-11 W was made by Commissioner Jarema, seconded by Commissioner Simeone and carried unanimously with standard conditions. 3. Application Ol-12W Proposal by JFC Endeavors, Inc. to construct a residential dwelling alongside a wetland area on Lots 8K and 8L, Block 71, Castlewood Drive. Jake Carrier, JFC Endeavors, .Inc, presents the application. Mr. Carrier reviewed the plans and stated that there would be 25-foot buffer from the wetlands. Commissioner Clark inquired about the prevention of run off during construction. Mr. Carrier stated that silt fence would be used for that. In response to Commissioner's Clark inquiry, Mr. Carrier stated that the site has not been staked. Mr. Horbal explained that staking is usually a requirement. In response to a Commissioner's inquiry, Mr. Carrier stated that this footprint is very close to what actually will be built. Mr. Horbal states that there is a possibility of encroaching wetlands in the abutting property. Commissioner Clark stated that the property needs to be staked to show the locations of the building and the retaining wall. A motion to table was made by Commissioner Jarema, seconded by Commissioner Simeone and carried unanimously. 4. Application Ol-13W Proposal by Spruce Brook Business Center, LLC to construct a commercial structure and related appurtenances and discharge drainage alongside a wetland area on Lot 9, Block 153, Wilbur Cross Highway. Patrick P. Doherty, P.E. Project Manager reviews the plans. Mr. Doherty submitted a letter from Brian Fox, Trustee. Commissioner Clark read the letter. Amended -June 5, 2001 IWWC Minutes -Page 3 Mr. Doherty stated that they want to construct a 25,000 Flex Use Building with a parking lot, public water, sewer, telephone, and cable. He stated that they have a proposed storm water management system. And the fill will create a buffer from the wetlands. There is a 34-foot access road going into the property. In response to Mr. Horbal inquiry, Mr. Doherty explained the drainage system in more detail. Mr. Jarema inquired about Best Management Practice Plan. Mr. Horbal stated that this is a revised version, which has addressed the concerns of the Commission. A motion not to go to public hearing was made by Commissioner Simeone, seconded by Commissioner Jarema and approved unanimously. A motion to approve Application 01-13W (subject to the 14 day waiting period) was made by Commissioner Simeone, seconded by Commissioner Jarema and carried with one abstention (Commissioner Letizio). Motion approved with standard conditions. S. Application Ol-14W Proposal by Jeff Starosz to construct drainage within an intermittent watercourse on Lot 8, Block 74, Summit wood Drive. Jeff Starosz presents the application. Mr. Starosz presented a plan to construct drainage within an intermittent watercourse. Discussion followed The consensus of the commission was that the commissioners need to go and review the site. A motion to table was made by Commissioner Liegeot, seconded by Commissioner Letizio and carried unanimously. 6. Other Business to Come Properly Before the Commission a. Application 86-02w -Berlin Commerce Park associates -Request for Permit Bart Bovee, P.E. presents this application. Mr. Bovee presents a modified plan with a trap sedimentation structure, which is segmented. The remaining portion of run-off would run into a controlled leak off. Commissioner Letizio inquired about extending the piping. Mr. Bovee stated that the owners would like to see if there is a need for the extended piping when the new tenants Amended -June 5, 2001 IWWC Minutes -Page 4 are established and a contract is signed. The cost of the piping would be about $200.00 a foot for an additional 80 feet. A motion to approve was made by Commissioner Simeone, seconded by Commissioner Letizio and carried unanimously. The conditions of approval are: 1. Bond being established and set in regards to the 60" Culvert extension at the location of the proposed leak-off. 2. Installation of a second sedimentation structure. 3. Standard conditions. 6. b. Correspondence Correspondence was reviewed.
