1985/09/17 HINUTES BOARD OF FINANCE Regular HeeLing September 17, 1985 Members Present: Joseph A. Rernardi, Chairman; Atty. Richard Pentore, Dr. John P. Mclntosh, Steven Vandrilla, Blanche J, Delaney Member Absent: Angelo J. Tiezzi Others Present: Gary S. Cllnton, Finance Director; Mayor Warren E. Kingsbury; Morgan Seelye, Director of Public Works; and Ida Ragazzi The meeting was called to order at 7:43 P.M. by Chairman Bernardi. MINUTES Motion was made by Mr. Pentore, seconded by Mr. Vandrilla, to approve the Minutes of September lO, 1985, with the addition of the names of Mrs. Ida Ra~azzi and Mr. Scapellatl to "Others Present". CORRESPONDENCE All Board of Finance members present received a copy of the Income and Expenditure Statement for the period 7/1/85 to 8/31/85. TOWN MEETING Orchard Road Water Main. Planning Commission and Water Control Commission policy requires that major sub-divisions in the R-21, or smaller lot, zones shall be served by public water and sewer systems. Authorization for the layout and first esti. mated assessment for a water main in Orchard Road to extend westerly 18OO' from the proposed Town-wide system at Toll Gate Road to properties under development in this area has been voted at an estimated cost of $70,600. Cost to be covered by direct assessments and future connection charges. Cost to be borne by the Water Control Commission, must be approved by the Town. Mr. Pentore moved, seconded by Mr. Vandrilla, that the Executive Board be authorized to call a Town Meeting to appropriate a sum not to exceed $70,600 for the purpose of extending the water main from the Town-wide system at Toll Gate Road west 1800' to provide service to the adjoini.ng property owners and developers. This is to be financed by' temporary financing in bonds and notes and placed in the Special Capl, tal Projects Fund. ALL IN FAVOR, MOTION CARRIED. Board of Finance Meeting of September 17. 1985 -2- Beckley Road Sewer. The Water Control Commission, as a result of a petition by adjoining property owners, propose installation of 800' of sanitary sewer on Beckley Road to connect the proposed sewer under the proposed Route 9 to the existing sewer in Beckley Road just north of Spruce Brook Road. This is in addition to the $35,000 approved on May 30, 1985, Town Meeting. Cost to be recovered by the adjolners. Mr. Pentore moved, seconded by Mr. Bernardi, that the Executive Board be authorized to call a Town Meeting to appropriate a sum not to exceed $35,000 for the purpose of extending the sewer llne proposed for under the proposed Route 9 north on Beckley Road to just south of the Berlin Fair Grounds approximately 800'. This is to be financed by bonds and notes, paid for out of revenues from adjoining property owners to the Water Control Commission, and placed in the Route 9 Sewer Series B Fund. ALL IN FAVOR. MOTION CARRIED. Unanticipated Increase in Garbage Disposal Costs. An increase over the land-fill costs since the rate letter was sent out on May 31, 1985, by the City of New Britain was increased from the July I, 1985, estimate of $21 to $27, and the October I, 1985, estimate of $27 to $29 increas- ing the total cost to $60,OO0 for the use of the Transfer Station. Mr. Pentore moved, seconded by Dr. Mclntosh that the Executive Board be authorized to appropriate a sum not to exceed $60,OOO from Account #101-1393-930-944, Fund Balance, to Account #101-2336-12i-250, Garbage Disposal. ALL IN FAVOR. MOTION CARRIED. OTHER_____~USmES__S Senior Citizens Bus. Mayor Kingsbury reported that the engine on the ~had blown. The estimated cost of replacement parts is $3,000. Board of Finance - Secretary. The Mayor was requested by a consensus ~at an advertisement be published in the local newspaper to fill the position now held by Mrs. Dempsey, who is resigning as soon as a replacement can be found. The advertisement is to include facts about the job, relating to evening hours, part-time and type of work to be done. The meeting adjourned at 8:40 P.M. Respectfully submitted, Blanche J.
